И кстати, в доке есть примечание:

Due to the way in which L2TPv3 hzndles Ethernet frames, an
Ethernet interface must be confiugred to promiscuous mode
in order to capture all traffic received on the Ethernet
segment attached to the router. All frames will be tunneled
through the L2TP pseudowire.

И как сконфигурировать "promiscuous mode" на интерфейсе роутера?
