IEEE 802.1s implementation does not send a BDPU for each active STP
instance, nor does it encapsulate VLAN list in each configuration
message. Instead of that, a special STP instance number 0 called
Internal Spanning Tree (IST or MSTI0) is designated to carry all
"signaling" information.
